This is the original research paper proposing a plausible design for a nuclear powered submarine. The paper was written by Dr Phillip Abelson from NRL. Abelson developed the thermal diffusion process in working on basic research to make U-235 for a possible nuclear powered submarine reactor. This process saved the Manhattan project when Oppenheimer learned of the Navy's processes.

Rickover learned of and embraced Abelson's nuclear submarine concepts.
